"I seen prostitution, drug activity, gangsters, wanna-be's whatever you want to call it" said Chuck Fields outside a temporary employment agency where he was hoping for some work. "It's tearing down the city."
It is in this neighborhood police say they arrested 38-year-old Tish Secession in August and charged her with attempted solicitation. Court records show it was not her first solicitation arrest and records show that while she was in jail she tested positive for H-I-V.
"All the people who are arrested for soliciting are court ordered to be tested for HIV, and she was positive for HIV at that time" Akron Police Lieutenant Rick Edwards told Fox 8 News.
For that arrest court records show Secession was sentenced in January to 18 months behind bars but the sentence was suspended. Records show she was also placed on 2 years community control.
On Monday, Akron police say an officer found her back in the North Hill neighborhood, just one block from where she was arrested in August.
Lt. Edwards says Secession was leaning into a car obstructing traffic.
"The officer stopped the car, talked to her, talked to the man that was inside the car, he told the officers that she basically flagged him down approached the car and she offered oral sex for ten dollars." Edwards tells Fox 8.
Police say Secession's criminal history dates back to the early 1990's, with numerous arrests for charges that include theft, assault, and disorderly conduct. Records show arrests for soliciting in 2002..
In the North Hill community residents who are fed up with the crime, are even more upset that anyone would knowingly put others at risk just to make a few dollars.
"You already know that you have the disease and you are still out trying to give it out to other people, you like infect the whole city not just the neighborhood alone" said Burch Wonokay
"I think there's other ways around doing that, of making a dollar" Fields added.
Police say with Secession's history there is no way she could have not known what she was doing.
"She's done several times in jail for soliciting, so she knows whats going on, she knows what the repercussions are." added Lt. Edwards.
Edwards says the HIV Diagnosis makes any solicitation charge more serious.
Secession was in jail on Tuesday charged with 'Loitering to Engage in Sexual Activity being HIV Positive' and 'Soliciting with previous conviction being HIV Positive'.
