Police arrested Jamie Lee Chandley on three counts of cruelty to animals.
According to the police report, the three dogs, were freezing outside in a dog run with no food or water and were covered in feces.
"It's hard, it's hard to see an animal that's neglected like these are," said Dr. Virginia Hudson, a veterinarian at the Lorain Animal Clinic.
The three dogs are now being cared for at the Lorain Animal Clinic.
Foxy, an adult female, is in the worst shape. She weighs just 58 pounds when she should weigh between 110 and 150 pounds.
The other two dogs, Sky, a five month old female, and Deuce, an adult male, are doing well and are expected to be transfered to the Friendship APL in Elyria soon.
The vets at the Lorain Animal Clinic are donating their services, but they are accepting donations to help with the cost of caring for the dogs.
