To him it was no accident. "Its a senseless killing". He told Fox 8's Dave Nethers.
"It's a killing its not accidental or anything, this was a murder."
Sandra was walking along the eastbound lane of the road to pick up the family car which was at a nearby gas station. It was just before 1am Saturday.
Before she got there the driver of a pickup truck hit her, throwing her body onto the grass alongside the road. The vehicle then left the scene.
On Labor Day the Highway patrol got a significant break in the case, impounding the truck that they say was involved in the crime.
The vehicle is a gray ford pickup with a red cap over the back. The front passenger side has significant damage.
Sgt. Terry Duerr of the Ohio Highway Patrol says the one thing they could not yet prove was who was driving it Saturday morning.
"We would like to know if anyone has information on the driver of this vehicle if they saw this vehicle were with the driver or know of his whereabouts or her whereabouts that night" Sgt. Duerr said.
With all of the damage to the front of the truck, Carl Howell says the driver could not help but have known he hit someone, or something.
"She was not a small woman, so you had to know you hit someone, theres no way in hell, you can't get out of that one no way."
Howell says Sandra was also wearing a white coat, and was walking facing traffic, so it would have been hard to miss her even though it was dark out.
He says whoever hit her took everything from him. "Sandy wasn't just a wife, she was my entire life." he says.
"She would bend over backwards to help anybody, if she could do it she would do it, everybody tells me and I see it too, she always had a smile on her face."
Now that investigators have the truck, it is only a matter of time before they know who was driving it.
Howell says whoever that was, they need to turn themselves in.
"They got the vehicle now the driver needs to come forward and turn himself in and take whatever consequences" Howell told Fox 8.
